Beef Barley Soup

2 lbs beef short ribs or beef stew meat
2 tbsp olive oil
5 cups water
16 oz canned tomatoes, chopped
1 large onion, chopped
4 stalks celery, chopped
1 large green pepper, chopped
21/2 cup cooking barley
1/4 cup snipped fresh parsley or 1 tbsp dry
 
Brown ribs in oil.  Add water, tomato, onion, and salt.  Boil 1 hour.  Add remaining ingredients.  Cook 45 minutes.  Remove meat from bones and put back in soup to serve.  8 servings
